Unitless 0–100 UHC service coverage index (SDG 3.8.1), combining 14 tracer indicators across reproductive, maternal, newborn and child health; infectious diseases; noncommunicable diseases; and service capacity and access. WHO describes weighted geometric aggregation within subindices, then geometric aggregation across the four subindices. It is not a percentage of people insured or fully covered and does not measure financial protection (SDG 3.8.2).

Measurement basis: Composite service coverage index from WHO and other international-agency tracer data, including administrative records, household surveys and facility surveys; some tracers are proxies.

Reference-period cadence: annual.

Source update cadence: every 2–3 years. This does not establish a publication date for an individual reading.

  • A unitless 0–100 index of essential health-service coverage using 14 tracers. It is not the percentage of people insured or fully covered; financial protection is a separate SDG indicator.
  • Reference-year records are annual, while WHO describes dissemination every 2–3 years and input collection every 1–5 years. Tracer inputs need not share the same observation window or represent a fresh survey each year.
  • Some tracers are proxies, and the index is not a recommended basket of services. Current WHO definitions reflect the March 2025 revision; cross-edition comparability and observation publication vintage are not established by this capture.
